Assessment reads the wall as a structure under load. How tall is it, what soil sits behind it, where does water go, what is bearing down on the retained side, and is the movement historic creep or an active slide toward failure? Height matters legally as well as physically: many Sydney councils treat walls beyond roughly 600 millimetres to one metre, depending on the council and setting, as structures needing engineering design and approval.

Timing
When it's needed
A wall that has begun to lean or bulge, cracking through masonry courses, soil escaping between timbers, paving above the wall dropping, or a fence line above going out of straight. Also sensible before buying a property whose value rides on large retaining structures.
A bulging or freshly moved retaining wall can collapse without further warning, particularly during or after heavy rain. Keep children, vehicles and work activity away from both the base and the retained edge, do not excavate at the toe, and get a structural assessment before anyone works close to it.
